AGENDA

WCIT 2017 will provide an interdisciplinary, international platform where local, regional and global business opportunities are promoted. Taiwan boasts an excellent high-level domestic marketplace with strong links to all of Asia. Key policymakers and stakeholders from all over the world will be present, and there will be ample networking opportunities with qualified, potential customers, suppliers and partners.

There will be a reception on the evening of Sunday, 9/10 for participants and guests. The official program begins on Monday morning.

To kick-off the three-day Congress, Networked Readiness Index (NRI) proposed by the World Economic Forum (WEF) will be referenced to point out that capabilities in hardware-software integration, system service and technology innovation are what put countries high on the index, and highlight that the development of Taiwan’s ICT industry is in line with the competitive trend.

Infrastructure, internet of things (IoT), big data and innovative applications of mainstream technology and other ideas that are related to innovative ICT services will link sessions and topics of each day, forming an inter-connected and cohesive agenda.

Keynote speeches, leaders’ dialogues, roundtables and themed seminars are arranged to address challenges and potential opportunities faced by digital countries and smart cities regarding high-level policies, transformation strategies, technology application, and business model.

DIGITAL AGE FOUNDATION

Alan Marcus, senior director from WEF, will start with NRI and approach Digital Age Foundation from aspects that enabled effective ICT services, including infrastructure, integrated applications, interactive services, and service content. He will also explore impacts of hardware-software integration, system service and technology innovation on national competitiveness.

Alex Sandy Pentland, father of the wearable computer, will deliver a keynote speech on innovative application of big data, showing how big data analysis of personal information can bring better public governance and economic growth.

Patrick Thomas, CEO of Covestro, a leading company in circular economy in Germany, will engage in a conversation with Bertrand Piccard, Explorer, Chairman of the Solar Impulse Foundation and Wei-Fuu Yang, Vice Minister of Economic Affairs, Taiwan's Circular Economy Development Policy, to explore its scope and impact on sustainable development.

Patrick Thomas has been CEO of Covestro and its predecessor Bayer MaterialScience since 2007. Prior to that, the engineer with a degree from Oxford University held various positions including CEO of the Polyurethanes division at Imperial Chemical Industries in the United Kingdom and President of the Polyurethanes, Performance Products and Advanced Materials divisions at U.S. company Huntsman. Thomas, who was born in Portsmouth, United Kingdom, in 1957, is president of PlasticsEurope – the European association of plastics producers – and of the Oxford University Business Economics Programme. He is also a Fellow of the Royal Academy of Engineering (United Kingdom).

Bertrand Piccard

Explorer, Chairman of the Solar Impulse Foundation, Switzerland

Originating from a family of explorers, Bertrand Piccard is the initiator and visionary behind Solar Impulse, the very first airplane capable of flying perpetually without fuel. In 2016 he and André Borschberg, taking turns piloting the single-seater aircraft, succeeded in flying around the world powered only by the sun, showing how clean technologies can do more than we ever thought possible. His ambition is to leverage a pioneering spirit for a useful contribution to the cause of renewable energies, the next stage of which includes the establishment of the World Alliance for Efficient Solutions. As Chairman of the Alliance, he has committed to identify 1,000 profitable and efficient solutions to help companies and government at national and local levels to reach their environmental targets and adopt more ambitious policies. These will be brought to COP 24 in 2018 to contribute to solving climate change.

R. Chandrasekhar

Mr. Chandrashekhar is President of NASSCOM, the premier trade body for the IT-BPO Industry in India. He has had an illustrious career with rich experience in Government. He has been Chairman of the Telecom Commission and Secretary in the Department of Telecommunications in the Ministry of Communications & Information Technology, Government of India from September, 2010 till his retirement from Government service at the end of March, 2013. Earlier, he was Secretary in the Department of Information Technology from June, 2009 to September, 2010 and also held concurrent charge of this assignment from February, 2011 to March, 2012 in addition to his current charge.

As Telecom Secretary, he was responsible for driving several key policies and strategies covering licensing, spectrum management, National Broadband Plan, Convergence, Manufacturing, Investment, security, R&D and the National Telecom Policy 2012. He was the principal architect behind a triad of policies covering Telecommunications, Electronics and Information Technology that was unveiled in draft form by the Government of India in October, 2011. All the three policies were approved by the Government in 2012. The thrust of these policies is to optimally leverage Information and Communication Technologies to find innovative solutions in education, health care, financial inclusion, e-governance, skill development, employment generation, etc.

As the Secretary of the Department of Information Technology, he steered the formulation of national policies for the IT sector and for promoting Electronic System Design and Manufacturing and R&D in the Electronics and IT sector. He was also responsible for overseeing implementation of a number of major national initiatives in the sector including the National e-Governance Plan, which he played a key role in designing and in formulating the Electronic Service Delivery Act. Earlier, he established the first Department of Information Technology in the country in the state of Andhra Pradesh and was Secretary of the Department from June, 1997 to December, 1999. The policies and strategies he formulated catapulted the state to the forefront of the country in the sector and became a role model for several states and countries.

Born in 1953, Mr. Chandrashekhar received a M.Sc. degree in Chemistry from the Indian Institute of Technology, Bombay and a M.S. degree in Computer Science from the Pennsylvania State University, USA. He is widely travelled and has a unique understanding of cultural diversity, both within the country and across the world. He was conferred the Prime Minister’s Award for Excellence in Public Administration for the year 2007-08. He has been conferred several awards including Data Quest Path Breaker of the Year Award in 2005 and Distinguished Alumnus award of IIT-Mumbai in 2010.

Yuan Kuang Tu

Dr. Yuan-Kuang Tu is the President of Mobile Business Group Chunghwa Telecom Co., Ltd. from November 2016. Prior to the current position, he was the President of Enterprise Business Group & International Business Group Chunghwa Telecom from March 2015, the President of Northern Taiwan Business Group from March 2012, President of Chunghwa Telecommunication Laboratories (TL) from May 2009.

He had been with TL since 1981, served in various R&D and project management positions. His professional fields include photonics, optical communications, access networks, broadband networks, and network evolution architectures.

Jon Clay

Director, Global Threat Communications, Trend Micro

Jon Clay is a Cyber Security Expert for Trend Micro with 20 years of experience in the security industry and almost 30 years in technology. He is responsible for managing marketing messages and external publication of all threat research and intelligence with Trend Micro as will different core technologies.

As an accomplished public speaker with hundreds of speaking sessions around the globe, Jon focuses on the threat landscape and the use of big data in protecting against today’s sophisticated threats. Jon has held roles within Trend Micro as a Sales Engineer, Sales Engineering Manager, Training Manager and Product Marketing Manager for SMB prior to taking over as Director of Global Threat Communications.

He has a BS in Electrical Engineering with emphasis in computer from Michigan State University. The experience has given him a broad technical background and understanding of the security requirements of business as well as an excellent understanding of the threat landscape.

Susan is Mozilla’s Vice President of Business Development. She is responsible for sourcing, negotiating and executing major business deals and partnerships for Mozilla across its product lines including search, commerce, content, communications, mobile and connected devices. She is also in charge of managing the business development team working across the globe.

Susan brings over a decade of experience in sourcing, structuring and negotiating complex deals at global technology companies and startups. Since joining Mozilla in 2011 as Head of Strategic Development, Susan has worked with the Mozilla team to structure and execute multiple complex negotiations and concluded hundreds of millions dollar revenue and partnership deals for Mozilla products and services.

Prior to Mozilla, Susan was the VP of International Market Development at Entertainment Shopping AG, a venture backed startup where she led the market entry strategy and plan for Japan, China, Brazil and Australia. At Yahoo! Inc., Susan was the VP of Business Development for Yahoo! Asia Region where she managed a team that generated over 1 billion dollar in revenues from partnerships. She also led the market development and partner strategies for Yahoo Search Marketing (formerly Overture) in Asia and Latin America.

Susan holds an AB in Economics from Cornell University.

Masashi Crete-Nishihata

Research Manager, Citizen Lab, University of Toronto, Canada

Masashi Nishihata is a research manager at the Citizen Lab, Munk School of Global Affairs, University of Toronto. His current research focuses on how information controls impact freedom of expression and privacy. His recent publications include works on multidisciplinary approaches of studying Internet censorship, information security challenges for civil society groups, and keyword filtering and surveillance in chat apps popular in Asia.

Ms. Lee. Tuthill is a senior counselor in the Trade in Service and Investment Division. During this time, Ms. Tuthill has been responsible for ICT services and electronic commerce as well as trade in ICT-enabled services. She covers policy developments, regulatory reforms, market trends, and trade practices and their relationship to the General Agreement on Trade in Services. Alex Liu

Alex Liu, the founder of AMIS, was born in Taipei and obtained a master's degree in Electrical Engineering from Stanford University in 2002. He worked in various major ICT companies such as Hitachi, Samsung, and Siemens. While working as an ICT professional, Liu frequently visited countries like Germany and Japan, where ICT is the nations’ leading industry, to grasp the latest technical trends and advancements. After graduating from Stanford, Liu began his career in Atheros, a company founded by Dr. Teresa H. Meng (孟懷縈院士), an esteemed researcher from the Academia Sinica of Taiwan. In Atheros, Liu gained hands-on experience and in-depth trainings on IOT.

After Qualcomm acquired Atheros, Alex Liu served as the marketing director in Qualcomm and was responsible for a product line worth $3.5 million. However, after noticing the great potential of blockchain, Liu resigned from his previous post, and moved back to Taiwan with the ambition of contributing to the society in his own way. In 2014, he founded MaiCoin, a company specializes in virtual currency transaction service, and launched a system called Blockseer. Blockseer is used by the Taiwanese government and accountable bodies to trace illegal Bitcoin transactions for the victims.

After delving in the latest technology for two years and proactively engaging with international experts on blockchain, Alex Liu founded AMIS on the base of Ethereum’s technology with the goal of facilitating the innovation of Taiwan’s finance industry.

Dr.R. B. Wu

Ruey-Beei Wu is a Professor at Department of Electrical Engineering, National Taiwan University (NTU), and former Department Chair (2004-2007), and the founder of the Taiwan Electromagnetic Industry-Academia Consortium (since 2010). He served as Directors of National Center for High Performance Computing (1998-2000) and Department of Planning and Evaluation (2002-2004), both under National Science Council, and President of the Institute for Information Industry (2012-2016). He was a visiting scholar at IBM East Fishkill, UCLA, and Ghent University in 1986, 1994, and 2009, respectively.

Ruey-Beei received B.S. and Ph.D degrees in electrical engineering from NTU. His academic specialty is in Electromagnetic wave and its application for Electronic Packaging. He is an IEEE Fellow, and received IEEE Transactions on Advanced Packaging Best Paper Award (2009), MGA Outstanding Large Section Award (2009), and MGA Innovation Award (2010). James Powell

U-Report Global Lead, UNICEF

James is UNICEF’s global lead for U-Report; an open source system that allows young people to report on development issues in their community and receive life saving information via SMS, Facebook Messenger and other digital channels. James has pioneered the scale up and application of U-Report, works with the private sector to forge new partnerships, guides Innovation Leads across UNICEF country offices and collaborates with international NGOs to support the scale up of innovation projects in new and existing countries throughout the entire project life cycle. Prior to this James led the original U-Report project in Uganda where the system was used to involve Ugandan youth in Rio+20, support citizen voices in the Post-2015 agenda, as well as fight Ebola and Cholera outbreaks. Aside from working at UNICEF James has over 15 years experience working in digital media and communications planning, advising private ad tech companies on business strategy and product development. James has previously run a technology import business to support NGOs in East Africa and has taught English in the Ugandan Primary Education system. He has a Masters in Environment & Development from Kings College London and lives and works in Bangkok.

Audrey Tang

Audrey Tang, a civic hacker and Taiwan’s Digital Minister, is known for revitalizing global open source communities such as Perl and Haskell. In the public sector, Audrey served on Taiwan national development council’s open data committee and K-12 curriculum committee; and led the country’s first e-Rulemaking project. In the private sector, Audrey worked as a consultant with Apple on computational linguistics, with Oxford University Press on crowd lexicography, and with Socialtext on social interaction design. In the third sector, Audrey actively contributes to Taiwan’s g0v (“gov-zero”), a vibrant community focusing on creating tools for the civil society, with the call to “fork the government”.

Rebecca Rumbul

Rebecca holds a PhD in politics and governance, and has worked actively as a researcher for many years. Rebecca was responsible for the development and establishment of mySociety’s research agenda, and has spoken widely on the impacts of civic technology both at practitioner and academic conferences. Rebecca has written several respected research reports on civic technology, and has articles on politics, governance and civic tech published in a number of peer-reviewed journals. Mathilde Bras works at Etalab, the French government’s task force for open data, open gov and datascience. She holds a Master in Public Affairs from Sciences Po Paris and a BS in Science & Technology from University Pierre and Marie Curie (Paris 6). She became passionate about the digital revolution while she was following the Arab Spring and electoral campaigns at the George Washington University in 2010-2011. At Etalab, Mathilde is in charge of coordinating open government national action plans and mobilizing civil society organizations on several aspects: transparency, participation, accountability, opening digital resources. She actively took part in the organization of the Open Government Global Summit in December 2016, which gathered more than 4000 participants in Paris. Ten years later, when SGS Microelettronica of Italy merged with Thomson Semiconducteurs of France to form a new European champion, which is today STMicroelectronics and is among the leading semiconductor companies worldwide, Bozotti became General Manager of the Telecom Product Division. Subsequently, he was promoted to Director of Corporate Strategic Marketing and Key Accounts and, later, to Corporate Vice President, Marketing and Sales, Americas. In 1994, Bozotti was appointed Corporate Vice President for Europe and the Headquarters Regions, overseeing the Company’s sales in Europe, as well as sales to key customers and strategic marketing worldwide. From 1998 to 2005, Bozotti served as Corporate Vice President and General Manager of the Memory Products Group.

Bozotti is a member of the High-Level Group on Key Enabling Technologies (HLG) and the Electronics Leaders Group (ELG) aunched in 2010 and 2013, respectively, by the European Commission.

Carlo Bozotti was born in Noviglio, near Milan, Italy, in 1952, and graduated with a degree in Electronic Engineering from the University of Pavia, Italy.

Mr. Chandrashekhar is President of NASSCOM, the premier trade body for the IT-BPO Industry in India. He has had an illustrious career with rich experience in Government. He has been Chairman of the Telecom Commission and Secretary in the Department of Telecommunications in the Ministry of Communications & Information Technology, Government of India from September, 2010 till his retirement from Government service at the end of March, 2013. Earlier, he was Secretary in the Department of Information Technology from June, 2009 to September, 2010 and also held concurrent charge of this assignment from February, 2011 to March, 2012 in addition to his current charge.

As Telecom Secretary, he was responsible for driving several key policies and strategies covering licensing, spectrum management, National Broadband Plan, Convergence, Manufacturing, Investment, security, R&D and the National Telecom Policy 2012. He was the principal architect behind a triad of policies covering Telecommunications, Electronics and Information Technology that was unveiled in draft form by the Government of India in October, 2011. All the three policies were approved by the Government in 2012. The thrust of these policies is to optimally leverage Information and Communication Technologies to find innovative solutions in education, health care, financial inclusion, e-governance, skill development, employment generation, etc.

As the Secretary of the Department of Information Technology, he steered the formulation of national policies for the IT sector and for promoting Electronic System Design and Manufacturing and R&D in the Electronics and IT sector. He was also responsible for overseeing implementation of a number of major national initiatives in the sector including the National e-Governance Plan, which he played a key role in designing and in formulating the Electronic Service Delivery Act. Earlier, he established the first Department of Information Technology in the country in the state of Andhra Pradesh and was Secretary of the Department from June, 1997 to December, 1999. The policies and strategies he formulated catapulted the state to the forefront of the country in the sector and became a role model for several states and countries.

Born in 1953, Mr. Chandrashekhar received a M.Sc. degree in Chemistry from the Indian Institute of Technology, Bombay and a M.S. degree in Computer Science from the Pennsylvania State University, USA. He is widely travelled and has a unique understanding of cultural diversity, both within the country and across the world. He was conferred the Prime Minister’s Award for Excellence in Public Administration for the year 2007-08. He has been conferred several awards including Data Quest Path Breaker of the Year Award in 2005 and Distinguished Alumnus award of IIT-Mumbai in 2010.

New Applications of Big Data Analytics on Cloud

Louis Chen, the Vice-President of Business Development of CyberLink Corp., joined the company in 2003. For more than 13 years, his visionary outlook has allowed the company to grow rapidly and develop cutting-edge solutions for media creation, digital entertainment and business productivity. His vision and passion have been integral to CyberLink’s success, and guide the company from a small start up to one of the world’s leading consumer multimedia software company. In 2014, Louis joined the internal business development plan for new business unit creation- Perfect Corp, a software company that focused on exploring and developing the growing market for mobile beauty applications through mobile app platforms, and has successfully lead the teams to step into the mobile beauty market.

Dr. Chiueh is the Vice President and General Director of Information and Communications Research Laboratories and was a General of Cloud Computing Center for Mobile Applications of Industrial Technology Research Institute, and a Professor of Computer Science Department, Stony Brook University, New York. He received his Ph.D. in Computer Science from University of California at Berkeley, and served at the Director of Core Research in Symantec Research Labs between 2007 and 2009.

Dr. Chiueh has published over 250 technical papers in refereed conferences and journals. His current research interest lies in computer security, storage systems and wireless networking.

Hiroyuki Morikawa received the B.E., M.E, and Dr. Eng. degrees in electrical engineering from the University of Tokyo in 1987, 1989, and 1992, respectively. Since 1992, he had been in the University of Tokyo and is currently a professor of School of Engineering. From 2002 to 2006, he was a group leader of the NICT Mobile Networking Group. His research interests are in the areas of ubiquitous networks, sensor networks, big data / IoT / M2M, wireless communications, and digital transformation. He served as OECD Committee on Digital Economy Policy (CDEP) vice chair, Director of New Generation M2M Consortium, Vice President of IEICE, and he sits on numerous telecommunications advisory committees and frequently serves as a consultant to government and companies. He has received more than 50 awards including three IEICE best paper awards, IPSJ best paper award, JSCICR best paper award, Info-Communications Promotion Month Council President Prize, NTT DoCoMo Mobile Science Award, Rinzaburo Shida Award, and Radio Day Ministerial Commendation.

Open Government: Civic Tech on Government Transparency and Citizen Participation

Mathilde Bras works at Etalab, the French government’s task force for open data, open gov and datascience. She holds a Master in Public Affairs from Sciences Po Paris and a BS in Science & Technology from University Pierre and Marie Curie (Paris 6). She became passionate about the digital revolution while she was following the Arab Spring and electoral campaigns at the George Washington University in 2010-2011. At Etalab, Mathilde is in charge of coordinating open government national action plans and mobilizing civil society organizations on several aspects: transparency, participation, accountability, opening digital resources. She actively took part in the organization of the Open Government Global Summit in December 2016, which gathered more than 4000 participants in Paris. She is also managing an open innovation program called “Entrepreneurs d’intérêt général” in which entrepreneurs and innovators are taking up digital challenges within administrations and spreading new technology and methodology to solve public problems. Previously, she was a Rapporteur at the French Digital Council, a public advisory commission on digital economic and social issues. She contributed to several actions, including the co-construction of the Bill for a Digital Republic and reports on the future of work and how to regulate the digital economy.

Rebecca holds a PhD in politics and governance, and has worked actively as a researcher for many years. Rebecca was responsible for the development and establishment of mySociety’s research agenda, and has spoken widely on the impacts of civic technology both at practitioner and academic conferences. Rebecca has written several respected research reports on civic technology, and has articles on politics, governance and civic tech published in a number of peer-reviewed journals. In 2016, Rebecca won the ‘Best Paper Award’ at the Conference for eDemocracy and Open Government, and currently serves as Co-Chair of the OGRX Editorial Board. Rebecca continues to teach politics courses for adult learners at Cardiff University, is a fellow of the Royal Society of Arts, and in 2015 was awarded a Winston Churchill Memorial Trust Fellowship. She is a regular political commentator in Wales, providing expert analysis to BBC Wales and ITV.

Audrey Tang, a civic hacker and Taiwan’s Digital Minister, is known for revitalizing global open source communities such as Perl and Haskell. In the public sector, Audrey served on Taiwan national development council’s open data committee and K-12 curriculum committee; and led the country’s first e-Rulemaking project. In the private sector, Audrey worked as a consultant with Apple on computational linguistics, with Oxford University Press on crowd lexicography, and with Socialtext on social interaction design. In the third sector, Audrey actively contributes to Taiwan’s g0v (“gov-zero”), a vibrant community focusing on creating tools for the civil society, with the call to “fork the government”.

Smart and Sustainable Tourism Symposium

The tourism industry is characterized by entrenched traditional systems. But in the last decade, SOCOMO tech, online tech, and low cost carrier have disrupted the industry creating new trends and opportunities. Waves of innovation and entrepreneurship are sweeping through the region of the Southeast Asia, including Taiwan, as new players enter the travel industry. Tourism technology is rather new and experiencing growing pains as government policies and markets try to keep up. Although tech has disrupted tourism with new potential for growth, it is essential to future stability to continue exploration of tourism issues such as environmental and social community sustainability. Combining these key issues in this Tourism Technology hybrid, the symposium provides new insights for WCIT and other attendees. Tourism technology improves a traveller’s experience but can also facilitate deeper connections with the local community and include them as part of the greater global society. The Smart Tourism Symposium is the first project in this field in Taiwan. PATA Chinese Taipei Chapter aims to be the spearhead of this event, and create a space for IT and tourism together to exchange and share thoughts.

The World Congress on Information Technology (WCIT 2017), which is known as the "Olympic Congress of the Communications Industry", will be held in Taiwan on September 10th – 13th.

VISA Requirements

  • All passports have to be valid for at least six-months upon entry into Taiwan.
    • Visa-exempt entry only applies to foreign visitors holding formal passports (i.e. ordinary, official/service and diplomatic passports), not including those holding emergency, temporary, other informal passports or travel documents.
    • *Japanese passport holders with passports valid for more than 3 months are eligible for visa-exempt entry.
    • **US passport holders (including emergency passport) with their passports valid for the period of intended stay in Taiwan are eligible for visa-exempt entry.
  • A confirmed round-trip or onward ticket, and a valid visa to the next destination; PLUS a confirmed seat reservation for departure are required.
    Note; Immigration officers at ports of entry in the ROC to be otherwise inadmissible.

e-Visa Application
• The Taiwan Ministry of Foreign Affairs (MOEA) will provide e-Visas for WCIT delegates to attend WCIT 2017.
• Each e-VISA application will be processed and coordinated by the WCIT 2017 project office.

Once your documents are received by the WCIT 2017 project office you will receive an e-Code to be used when you apply for e-Visa online.
Once you receive your e-Code please apply for your e-Visa at visawebapp.boca.gov.tw .   Please complete the application and fee online.

Travel Itinerary

Traveler Luggage Clearance

Foreign Currencies: value over US$10,000 should be declared.

New Taiwan Currency: under NT$100,000. A traveler should apply for the permission to the Central Bank for amounts over such value. There is no restriction on the amount of gold that a traveler can bring out of Taiwan; however, a traveler should declare to the customs office. When carrying out gold valued over US$20,000 out of Taiwan, a traveler should apply for an export permit to the Board of Foreign Trade, MOEA (Tel : +886-2-2351-0271 ext. 352) and apply for customs clearance to the customs office.

Service Charge & Tax

Service charge is customary charge 10% in hotel or restaurant.

Foreigners who work legally in Taiwan are required to file an income tax return in May each year. The deadline is May 31. For guidelines on how to file taxes as a foreigner, please contact: Taipei National Tax Administration

Traveler's Check

Many Taiwan's local stores do not receive Traveler's Check, therefore travelers who have Traveler's Check, please exchange for NT dollars.

Electricity

Taiwan uses electric current of 110 volts at 60 cycles, appliances from Europe, Australia or South-East Asia will need an adaptor or transformer. Many buildings have sockets with 220 volts especially for the use of air conditioners.

VAT Refund Guidelines for Foreign Travelers

A. Eligible Applicants:

Foreign travelers who enter the R.O.C. with the following documents and stay for no more than 183 days from the date of Arrival:
  • Passport of a country other than the R.O.C.
  • R.O.C. passport without personal ID No. recorded.
  • Travel documents.
  • Exit & Entry permit.
  • Temporary entry permit (Note: only eligible for use in claims made at an international airport or port, not applicable for on-site or designated tax refund service outside of airports or ports).

B. Requirements for VAT Refund:

Foreign travelers, with the entry document, who make purchases of at least NT$2,000 on the same day from the same designated stores with the “Taiwan Tax Refund”-label are eligible to request the “Application Form for VAT Refund.” To claim the refund, they must apply at the port of their departure from the R.O.C. within 90 days following the date of purchase, and they must take the purchased goods out of the country with them.

C. Where to claim your refund:

  1. The Tax Refund Service at Airports/port terminals: Tax Refund Service Counters located at the airport/ seaport.
  2. On-site Small-amount Tax Refunds: Authorized “Taiwan Tax Refund”-labeled stores.
  3. Designated Counter for Tax Refund Service: Designated Counters for Tax Refund Service.

D. Procedures of Claiming Tax Refunds:

  1. Before your luggage check-in, please take your passport and Tax Refund Claim Form to the E-VAT Refund machine or Tax Refund Service Counter, to prove your foreign identity and check the Tax refundable receipts. The Tax refund system will instruct you if the goods need to be examined by the Customs or not.
  2. If your goods need to go through the Customs, the machine will print out a checklist. Please visit the customs counter with the following documents and the checklist:
    • The checklist (printed by the E-VAT Refund machine)
    • “Tax Refund Claim Form.”
    • Personal documents (passport, travel documents, entry/exit permits or temporary entry permit.
    • The uniform invoices noted with “tax-refundable goods” or “the last 4 digits of your passport number.”
    • The goods you purchased.
  3. Please obtain the receipt “Tax Refund Assessment Certificate for Eligible Goods Purchased by Foreign Travelers” printed out by the machine or given by the Service Counter and go to the designated banks or cash counters located at departure airports/ se
